HCBS rule

The Home and Community-Based Services (HCBS) rule gives Minnesotans with disabilities more choices about how they live, work and enjoy life in the community. 

The HCBS rule helps to make sure that people with disabilities: 

  • Know their rights and options, and have enough information to make informed choices
  • Control how, when and where they get services
  • Participate in the community in ways that are personally meaningful
  • Choose where they live and who they live with
  • Decide if they work and what type of work they do
  • Choose how to spend their time and money
